WIFI Calling does not work with AT&T
First off, the US version does not even offer the option in Settings.
Neither does the UK firmware version.
Since WIFI Calling is supported under Nougat, shouldn't it at least appear as an option?
I am a Software Engineer. Is there someone I can contact to get WIFI Calling support for AT&T up and running?

It would depend on the firmware version you are using. Does AT&T have their own firmware for the X Compact?
I have had a look at the AT&T website and the Xperia X Compact is not one of the devices listed as supported for Wi-Fi calling, so I assume it does not work with them.
I recommend you contact AT&T for more information.

While I'm waiting for that effort to advance, I still have the same problem on my phone: the WiFi calling feature switch is missing from my XC even after the 7.0 Nougat Upgrade.
Is there a Sony apk that I can side-load to make this feature available in Settings->Wireless & networks->More?

Because it is a network specific function my assumption is you would need the AT&T firmware on your device. An .apk wouldn't be able to add this functionality to your settings menu.
