Are you sure that you have selected same network modes in both devices?

I agree with @Ajith5

try to check if both devices are set to the same network type..

try to set them at 3g only and see if they have more or less thesame response

settings> more>mobile network>network type

The m5 isn't picking up networks networks on one sim and the other one was using the same network but still had very low service

That is not a problem, it is alright.

Once go to settings>about phone>status> sim status see signal-strength and post them here(of both devices) make sure you selected same network mode on both devices and then post.

Sorry for getting back to you this late. Sim1 in the m5 says 0 sim 2 is on -95dbm 11asu

Xperia z5 says -93dam 10asu and Sim 2 says -71dbm 21asu

Could you specify the sim no.s on both devices in which you inserted the same sims.

Looking at sim2 of m5 and sim1 of z5, they look like the signal and strength are correctly related(regardless of the sim)

The sim 2 of the m5 and z5 and both running in the same network as well as the sim 1's

You inserted the same sims in sim1 of both devices but m5 is showing 0? Looks like this is not working correct. Check once in safe mode. If not solved perform software repair using Xperia companion(all your internal data will be lost). If still not solved, visit the service center.

Coming to sim2, the difference is either due to the different network bands selected on same network mode or something like external case is interfering with the signal. If there is an external case, once remove and try.
