Are you referring to the draw over other apps setting in the phone? And you aren't able to give permissions to applications in your phone?
Examples of third party screen overlay apps that can cause this message are Facebook™ Messenger, f.lux, Twilight, CF.lumen, Clean Master, CM Security or Bluelight Filter.
I would recommend that you reboot your phone in safe mode and open up the apps that you are having difficulties giving permissions to and see if you are able to do so when the phone is rebooted in safe mode.
